The Department of Food and Civil Supplies, Consumer Affairs and Legal Metrology, Dadra & Nagar Haveli and Daman & Diu, on December 08, 2025, issued the draft Dadra and Nagar Haveli and Daman and Diu Legal Metrology (Enforcement) Amendment Rules, 2025.
The following has been stated namely: -
• It lays out requirements for standard weights and balances, specifying that every place where weights/measures are kept shall maintain a set of Working Standard balances and have them verified annually to ensure compliance with the required specifications. These standards align with the Legal Metrology (General) Rules, 2011.
• It prescribes detailed physical characteristics, constructional details, tolerances, and performance requirements for weights and measures used in transactions or for legal protection, ensuring uniformity and accuracy.
• The rules restrict the use of non-standard weights in commercial or protective transactions — e.g., only specified bullion or carat weights may be used in precious metal and gem transactions, and certain scales of specified classes must be used for certain measures.
• Manufacturers, repairers, and dealers of weights and measures shall apply for licences from the Controller or authorized Legal Metrology Officer, with conditions on renewal, fees, and obligations to maintain proper workshops, records, and compliance with terms and schedules.
• The rules lay down conditions and responsibilities for licence holders — including compliance with Act provisions, display of licences, reporting of changes in firm structure, and qualified personnel requirements for manufacturing/repairing.
• Procedures are specified for suspension or cancellation of licences if a licensee provides incorrect information or contravenes the law, including the requirement to surrender licences and dispose of weights/measures under supervision within stipulated timelines.
• The objections and suggestions to the draft bye-laws shall be addressed to the office of the Director-cum-Joint Secretary (Legal Metrology), Secretariat, 4th Floor, Vidhyut Bhavan. Kachigaum, Daman, by January 07, 2026.
